Look for the seal, not the number. The cushion has to press flat against the skin all the way round the ear. A gap at the jaw, where the cushion crosses the hinge of the glasses or the edge of a hood, is where the noise gets in, and a small gap costs a large part of the rating.
Take the arms into account. Thick glasses arms, a hood seam, a hard hat lug or a lanyard under the cushion all break the seal. Thin-armed safety glasses exist for this reason.
Check the clamping force. A band that has been stretched, sat on or left over a hook loses its grip, and a muff that slips down through the morning was protecting you at breakfast and not at lunch. The stainless wire inside a good band is there to hold that force steady.
Do not over-protect. It sounds like a strange thing to say, but a protector that is too heavy for the noise leaves the wearer isolated from warnings and machinery, and the usual result is that it comes off. Match the protector to the measured level.
Replace the foam, not the muffs. Cushions harden with sweat and heat and stop sealing long before the cups fail. A hygiene kit is a fraction of the cost of a new pair.
Store them out of the sun and off the floor, with the cushions uncompressed. Foam that has been squashed under a toolbox for a month does not come back.
